As it turns out, you can transfer money from another credit card to pay off your pay pal credit, but you can't transfer pay pal credit to another credit card.

Then the other person will have it in their paypal balance. So once they have the money in their pay pal balance they can withdraw it to their bank and send it to your bank account so it's a bank to bank transfer. If you're not comfortable with that, you can just have them send the money back to you and then you'll have it in your pay pal balance and then you can do whatever you want with it.

I'd recommend that option more if you don't feel comfortable giving out your bank details, I'm not sure why anyone would suggest to me to link my bank account to someone else's pay pal account. I then had to contact pay pal and had to explain my situation, it took forever to get to someone who could actually help me as everyone I had spoken to had told me there was nothing I could do and there was nothing they could do to help me.

But then finally out of sheer luck, it must've been like some sort of act of God,, someone finally answered the phone who was nice and actually had sense and was a great listener. So I had informed them of my situation, that a pay pal credit rep had suggested me to do certain things to make my paypal credit money available to withdraw to my bank.

I had mentioned about transferring money to someone else's pay pal account and having them send it back to mine, and then I was placed on hold as both the pay pal rep at the limitations team got on the phone with a rep for paypal credit and both of their supervisors.

As it turns out, what I was doing was perfectly legal and not in violation of any laws or violating pay pal rules, and everyone came back to me and told me themselves that I had not broken any rules. So I got my account fully restored. To avoid your account getting flagged or limited I'd recommend you do this: Have someone you know and trust request money from you.

Have them request whatever amount you want to withdraw to your bank.

If that option isn't available just leave it alone and continue to the next screen. There should be options for payment methods to use to send money, pay pal credit should be one of them.

Keep in mind that this was pay pal's computer systems that flagged my account, not paypal reps themselves. But just to avoid paypal's computer systems, I'd have someone request money from you. It appears more legit to the pay pal system. I know it's a long message, but that's because it's kind of a long process, and you need to have lots of patience. Once it's all over though you'll be happy as you'll have all that money in your bank!

With all the worst of that behind me, I'm just waiting for all the money I withdrew to hit my bank account so I could use it for things I need!
